Import a (.csv) file and use it as a database?

Hi everyone. My new boss wants me to design a program for him that will import his .csv file and use it as a datasource or dataconnection (not sure if that is the correct terminology). At least that's where I need to start. Any ideas, recommendations, or links I could be directed too? Any help would be amazing.

This is all behind the scenes, I don't want to display the data in a list view or anything like that. Thanks!
