How Do I Read Text/Bytes In A File At A Start Point And A end Point?

Ok Guys I Really Need Your Help So I Need To Be Able To Read bytes/text bytes would be better but Read Them From A File And Start Reading At A Certain Point And Stop Reading At A Certain Point Of The File Any Help??
